Federalism and the Government Closer to the People

In the federal system, some of the highest governmental powers would be devolved to the states, which are closer to the people in terms of presence, location, and accessibility.
As an illustration, upon the taking effect of the federal system, our existing local government code would still be applicable in every state but every state would have the power to revise or amend it. We could anticipate that there would be different sets of local government code in every state,
different from one another but is more reflective of what the people really are in a particular state.
It is a government closer to the people because the state alone, at their level, could institute reforms without the need of entangling the entire nation. The code they themselves crafted speaks about them than any other places.
In our present system, in order to legislate any revision or amendment to the local government, it would entangle and involve the entire Philippine government to pass a uniform local government code.
